There is nothing more off putting for a buyer/ renter when going to view a potential house to buy or rent, than by being irritated half to death by a broken road or pavement on the way. You need to arrive optimistic, hopeful etc to properly assess the suitabiluty (which is why promtness is important for the seller & agent).
Whether it is a country house at the end of a broken rocky road, or a Little Paris (Bucharest) potential coffee shop on a dirty, broken back street.
But, should the road be created, repaired etc, then suddenly, what was an unimaginably irritating feature of the property vanishes & the value rockets.
Current Rental research in Bucharest for example: The lowest rent level per square metre stands at 30 euros, according to specialized websites, but on the streets that were renovated by the city hall and owners, where tens of restaurants and coffee shops have opened, rents reach 50-100 euros per square metre.
So, the key is - do your homework. Try to find out which streets are about to be renovated in the coming months & years. You could snap up a bargain if you get in early enough for people to know.
The same can be witnessed currently in the town of Brasov. In as late as June 2010, Str Postavarului, parallel to Republicii (the most important tourist street in the city), was a dirty, crowed, Dacia-lined dirty, if historic street. 3 months on, it has been totally paved with square stones! & parking barriers installed. It is now real pleasure to walk down & admire the architecture properly. Such evens have a big effect on rental & sale value.
